Abstract

Objective: To analyze and evaluate the effectiveness of the Picture Archiving and Communication System (PACS) implementation at Ninh Binh Provincial General Hospital, and to propose solutions for further development of the PACS system within the healthcare system of Ninh Binh Province. Subject and method: A descriptive study was conducted with research subjects including patients, patients' families undergoing inpatient treatment at the hospital, radiology technicians, radiologists, and clinical doctors. Result: The PACS system had shortened the time required for diagnostic imaging procedures from 95.5 minutes to 51.1 minutes, while also enhancing the accuracy of treatment, particularly for critically ill and emergency patients. The system also facilitates remote consultations and information sharing between hospitals. Over a three-year period (2020-2022), PACS helped the hospital save more than 16 billion VND, and it is projected to save nearly 59.9 billion VND over 10 years, with an annual growth rate of 5%. Based on these achieved results, the research team recommends developing a PACS-Cloud system for the healthcare system in Ninh Binh Province. The PACS-Cloud would support healthcare facilities with or without internal PACS, providing an opportunity for artificial intelligence application in diagnostics and contributing to the digital transformation process within the healthcare system of the province. Conclusion: The PACS system has improved the quality of medical services, reduced costs, and promoted digital transformation at Ninh Binh Provincial General Hospital. The PACS-Cloud system has great potential for expansion and bringing benefits to the healthcare system of Ninh Binh Province.
